In my house I have replaced the light fixtures in the dinette, kitchen and bathroom. I have also installed new tile floor in the kitchen, hallway and bathroom. The shower also got a new faucet and showerhead and I have new ceiling fans in the living room.
Consider thicker window curtains for colder times ($12-$35 USD depending on size). I've done this and it does a nice job reducing heat loss. Also invest in one of those sliding door insulators (average $10 USD). This further helps keep the heat inside rooms. 🙂 Don't forget to measure first! Like he says. Even windows and doors have different sizes.
duke sent us free energy efficient light bulbs, our bills are only 80 bucks for electric. Also never turn on ac with opened windows, learned that one the hard way. As for filters we have tons of big openings for our grates, its really annoying. This house is pretty old and just needs updating period.

And if the project is big, do it in several steps. Painting a room can be done in three or four phases, not have to be done all in one day.

They have products out that you can use to make the counter tops look better also. It's a lot cheaper than replacing them.
